The Indian government has taken a big step to regulate the online gaming industry. On 20th August 2025, the Lok Sabha passed The Promotion and Regulation of Online Gaming Bill, 2025, which bans all real-money online games and introduces strict rules for the sector.
If you’ve ever played fantasy cricket, online rummy, poker, or any mobile game where real money is at stake, this law directly affects you. Let’s break down the law, penalties, banks’ role, and most importantly what happens to your money in gaming apps.
New Online Gaming Rules Explained

What Exactly Has Changed As Per New Online Gaming Rules?
- Real-money online games are banned. This covers any game where players stake or win money, vouchers, crypto, or other things of monetary value.
- Casual, educational, and e-sports games are safe. If no money is involved, those games are not banned.
- Advertisements and endorsements banned. Celebrities, influencers, or companies cannot promote money gaming apps anymore.
- Banks and wallets can’t process payments. UPI, cards, and payment gateways will be barred from handling deposits or withdrawals for money games.
- Strict penalties apply. Jail terms, heavy fines, and non-bailable offences make this one of the toughest laws in the gaming space.
What Will Happen to the Money in Your Gaming Wallet?
This is the biggest question for players.
- The law stops new deposits, withdrawals, or stakes in real-money games.
- The Bill doesn’t clearly mention what happens to balances already in gaming wallets.
- Likely, the government will allow a withdrawal window so players can take their money out after proper KYC verification.
- Banks may delay or monitor such payouts closely to ensure compliance.
Tip: If you have money stuck in gaming wallets—save your statements, complete your KYC, and withdraw as soon as platforms allow.
Penalties & Offences As Per New Online Gaming Rules
Here’s what the law says:
- Operating a money game: Up to 3 years jail + ₹1 crore fine.
- Repeat offence: 3–5 years jail + ₹1–2 crore fine.
- Advertising/promoting a money game: 2 years jail + ₹50 lakh fine.
- Repeat ad offence: 3–5 years jail + ₹1–2 crore fine.
- Disobeying the regulator: Up to ₹10 lakh penalty.
- Company heads are liable: Directors/CEOs can be held personally responsible.
All offences are cognizable and non-bailable, meaning police can search, seize, and arrest without warrant.
Why Did the Government New Online Gaming Rules Now?
- Addiction concerns – Youngsters losing money and getting addicted.
- Consumer safety – Many scams and frauds in money gaming apps.
- State vs Centre confusion – Earlier, different states had different rules; this law creates a uniform national framework.
- Rising disputes – Even though 28% GST was imposed on money games in 2023, the Supreme Court is still hearing challenges. This law clears the air from a policy angle.
What About E-Sports and Other Games?
Good news: The law also sets up a National Online Gaming Authority to promote:
- E-sports (tournaments, skill competitions).
- Educational games (learning-based).
- Casual/social games (fun games without money stakes).
These will be encouraged, supported, and regulated for safety.
